Summary/Abstract: Human beings as individuals are unique and psychologists have long sought to explain what that actually means. The psychological construct that has been used to embrace the features of individual difference is that of personality. The gender difference has never been seen as an individual difference. Such a difference has been created by the society. The modern society has tried to demonstrate that there is no such a difference but real life proved the contraire. Now we speak about equal chances between women and men but in statistics we find another perspective. Our working assumption is that in Romania, during the years, a line was not drawn as far as the gender policy is concerned. The lack of knowledge on what equal chances and gender discrimination are can induce the idea that this type of discrimination does not exist. The hypothesis that led us to the study was that the public system, through its functions, methods and specific relationships, can increase the risk of inducing, directly or indirectly, gender stereotypes and prejudices. By studying documents and papers which are presenting the gender issues in Romania and by interviewing civil servants we will try to find out if in Romania we are witnesses the rise or fall of women in governance. Our analysis develops along the lines that define Romania in the 21st century. The history, the typical Eastern culture, the village society are only some reasons that influenced the Romanian perception over the women role in the public space.
