Summary/Abstract: The article poses a question of whether the Polish scientific institutions’ evaluation policy affects the quality of science in Poland? It is assumed that the quality of science, as a practice focused on generating new knowledge, depends on the scientific ethos based on four norms outlined by Robert K. Merton: universalism, communalism, disinterestedness, and organized skepticism. A policy aiming to improve science should align with these norms. The comparison of the Merton’s norms and the norms enforced by the evaluation policy revealed that it did not foster the scientific ethos norms formation, and often contradicted them. Paradoxically, the evaluation procedures designed to improve the quality of science in Poland effectively led to its deterioration. If the goal of Polish science is to generate new knowledge rather than ensure upward social mobility, the evaluation policy should be reformulated to align with the scientific ethos norms.
