Summary/Abstract: In 1965, the Polish episcopate took the initiative to build churches – monuments to com- memorate the Millennium of the Polish State. In his proposal concerning the Diocese of Warmia, Bishop Tomasz Wilczyński, the diocesan governor, indicated Elbląg as the site for the construction of a church – the Millennium Monument. The denominational administration of the Gdansk voivodeship and the Elbląg voivodeship (which was established in June 1975) turned down the proposal. The investment justification, i.e. the willingness to satisfy the religious needs of inhabitants in a developing city, was re- jected. Negative decisions were based on material and performance constraints. At the same time, the response was delayed. In 1970, the authorities decided not to examine the application due to alleged formal deficiencies. However, the Gdańsk denominational administration did not notify the applicant that such deficiencies had been found. The construction of the church was eventually blocked by referring to development, zoning, and planning documents.
