Summary/Abstract: The constitution is an expression of the constituent power, by laying the foundations of the legal order. Nevertheless, the Constitutions are an expression of the will of the sovereign, they are subject to change. This article aims to examine the primary and secondary constitutional powers and their relationship to the adoption of a new constitution and the amendments in an existing constitution.
