Summary/Abstract: The paper presents some characteristics, critical opinions and also problematic issues that are linked to the establishment and workings of the National Council of Carpathian Ukraine in Carpathian Ruthenia at the end of the World War II. The author emphasises that the south Carpathian territory liberated by the Red army from the Hungarian occupation became a part of USSR strategic plans and only the form and date of the annexation was being deliberated. The role of the National Council was to demonstrate the fact that the course of action in the region is undertaken in a democratic way and that the annexation to the USSR expresses wishes of the local population and is agreed upon by its political representation. The National Council, under the control of Moscow, took over the legislative and executive powers; it also decided about the judicial power and implemented the Soviet political system. Many laws and adopted measures of the National Council were, in fact, aimed at nationalisation of all economic spheres, at establishment of totalitarian regime and at progressive Communist indoctrination of culture and education. The power of the USSR after the WWII, euphoria in the political circles and in general public worldwide, as well as arguable and ambivalent conception of further development in Czechoslovakia together with massive and spontaneous sovietophilia made possible that the process of annexation of Carpathian Ruthenia to Soviet Union had a smooth course both in Czechoslovakia and the international forum despite a range of international, constitutional, political and ethnical doubts.
