Summary/Abstract: Čestmír Císař was a one of the most prominent personalities of the Prague Spring 1968. At the time, he held the function of a secretary of the Central Committee of the Communist Party of Czechoslovakia for education, science, and culture, where also the issue of mass media belonged, and, since July, he was chairman of the newly established legislative body for Bohemian Lands in the framework of the future federative system – i. e. of the Czech National Council. As a party secretary, which meant a higher post than that of a minister in the communist power structure, he had a considerable influence on the course of the renewal process and democratisation in the society. His extraordinary popularity was reflected, among others, in a spontaneous candidature for a president of the republic in March 1968. Apart from this key episode, the paper focuses on the period from April to September 1963, when he was appointed a party secretary for the first time, and also on other significant moments both in his life and in his professional and party career
