Coalitions in a parliamentary system

Summary/Abstract: In a parliamentary system of governance, the existence of party coalitions is a natural phenomenon. This is due to the praxeological, political, but also legal assumption that the government in a parliamentary system is an emanation of the ideological and political majority formed in the chamber after the elections. This means that coalition-building, if no single grouping obtains an arithmetical majority of seats, is the normal practice of the parliamentary system and results in either a majority (two- or multi-party) or, as a last resort, the formation of a minority government (when programme, ideological and personnel differences prevent the formation of a coalition).
