Summary/Abstract: This document discusses public consensus as a sociological and political term in the light of historical development and contemporary political context. Social movement is determined by the equilibrium between public consensus and conflicts, which derive from the contrasting interests of individuals and groups and their access to power. Consensual democracy sets a specific model of social relationships, which uses elements of plurality as well as that of corporationism when making social equilibrium between the role of the state and the needs or interests of groups. These aspects, then, project themselves into the forming of political coalitions, in considerable proportions, respecting the interests of minorities and especially in creating an optimal economic policy.
