From protocol no.14 bis to protocol 14: an ever greater effectiveness!

Summary/Abstract: The almost unexpected and unhoped for ratification of Protocol no. 14 by the last state - Russia - at the Interlaken Conference on the Future of the European Court of Human Rights (Switzerland), of 19 February 2010, allowed the coming into force, on 1 June 2010, of the entire body of rules, and, in particular, of the new admissibility criterion for individual requests. In fact, more than three years have past since the latest ratifications of Protocol no. 14 (namely, Turkey on 2 October 2006 and Poland, on 12 October 2006) and since the ratification by Russia, but the single-judge procedure has been implemented for one year.
