The Proposal of a Conception of Politics of South Bohemian Regional Authority Related to National Minorities

Summary/Abstract: The proposal of a conception of politics of South Bohemian Regional Authority related to national minorities is based upon an analysis of problems of plurality and multiculturalism and it stems out from an analysis of rules of law and the history of minorities in South Bohemia. Not last, it also issues from the researches related to Czech majority and national minorities, gained objective experience as well as attitudes of people. The proposal of a conception of politics of South Bohemian Regional Authority related to national minorities where a long-term strategy of improving the level of human relationships is stated and where partial goals of regional politics of self-government and state administration within the frame of South Bohemia in real time horizon are stated, too. The proposal of a conception of politics of South Bohemian Regional Authority related to national minorities should enable a systematic approach to cooperation with national minorities. On the other hand it should stop uneconomical and unsystematic wasting of financial means for partial unconceptual projects. The proposal of this conception states the main goal of politics of South Bohemian Regional Authority in relation to national minorities which lies in providing conditions for supporting activities of national minorities on location of South Bohemia and is in compliance with the law of rights of national minorities. The proposal of this conception says that the process of integration will not be taken in a single-handed way and it supposes members of national minorities to take part actively in this process. National minorities should establish their own institutions that will represent them outwardly and deputize for them when acting with the authorities of state administration. It also refers to various opportunities of cooperation with other authorities of administration of the Czech Republic or municipalities and foreign partners. There is a reference in the conception that the financial support should be addressed to the spheres of education and culture. However, the results of the research show us that most members of national minorities would welcome an immediate aid in social sphere. Such an aid but cannot improve their relationships with Czech majority. Therefore this conception also involves a suggestion which concrete activities in the spheres of education and culture should be supported by South Bohemian Regional Authority. The proposal of this conception will be submitted to South Bohemian Regional Authority.
