Summary/Abstract: Traffic congestions, being the transport negative externalities, become the centre of politicians’, scientists’ as well as entrepreneurs’interests. The main request on the system of transport is to provide the socially efficient transport. The capacity of crossroads and their flow can be affected with various measures. One important factor influencing the flow capacity of crossroads is the reaction starting time of vehicles queueing at the crossroads.
