The ability of self-government voivodeships to incur liabilities in view of changes to the debt limit of territorial self-government

Summary/Abstract: The paper aims at attempting to define the impact of consequences of the new debt limit of territorial self-government units introduced by means of the Act on public finance from 2009 concerning the ability of self-government voivodeships to incur liabilities. The analysis comprised the period of 1999-2010. For the purposes of analyses, debt limits for self-government voivodeships were defined in accordance with an old and new formula. As a result, it was established that for the period 2007-2009 the new debt limit would increase the ability of the entire sector of territorial self-government units and self- government voivodeships to incur liabilities. However, the observed change of the formal creditworthiness would not influence the usage of liabilities by self-government voivodeships in the entire sector.
