Summary/Abstract: Sometimes the town hall representatives intervene into the exclusive competence of building offices in various proceedings and negotiations according to the Building Act. Usually these interventions are harmless and do not have an illegal character. Nevertheless, in some cases it might be a very hard interference by municipal representatives with the work of the building office. These interferences are not only the matter of the personal benefit of the municipal leaders but they are also about gaining the advantage over other subjects. The imperfection of our legal system often plays into the hands of people who are not afraid to use these practices. Then it depends only on the moral values of municipal representatives and on the courage of the employees of building offices to be able to keep up this pressure. One way how to reduce these interventions is the severance of personnel and labour relations between workers performing state administration and the municipalities.
