Summary/Abstract: The inhabitants of Dobrogea did not benefit of all their rights from the beginning of the period of Romanian rule (1878) and this was due to the fact that the province represented a new territory, with inhabitants who belonged to different ethnic communities with an Ottomanized education and culture completely different from the political and social Romanian culture.. The limitation of the political rights of the people of Dobrogen was maintained for three decades by the authorities in Bucharest. This period provided the necessary respite for the ethnic communities and the newly created institutions to adapt to the new social and political model in which the population of Dobrogea managed to integrate and adapt to the realities and starting with 1909, the inhabitants of Dobrogea enjoyed the same political rights as the rest of the country.
