Summary/Abstract: The way in which the civil service is organized and arranged is an important element of a democratic political system. It is also an important criterion when judging the degree of democracy of a political system, its transparency and efficiency. A growing crisis between the citizen - defined by the constitution as the bearer of power - and the civil service demands for changes from an instrument of power into a service to citizens. The aim is the reinforcement of the citizens’ influence on decision-making and the elimination of undue superiority of authorities. The insubstitutability of the state in some activities and functions is evident too, which is why these questions of the quality of the state have to be discussed at two levels: 1. the implementation of changes in the civil service; 2. the searching of an appropriate proportion of centralised and decentralised decision-making in the society while distinguishing these basic kinds of decentralisation: 1. Ingovernmental decentralisation; 2. Decentralisation from the government to the market and non-governmental organisations; 3. Non-spatial decentralisation.
