Summary/Abstract: The involvement of multiple stakeholders in the development planning of municipalities and cities is a prerequisite for strengthening local democracy. Applying the principle of socio-economic partnership and civil participation is quite a difficult process in practice. Especially, to ensure the compliance with other principles of good governance such as effectiveness, efficiency and others is essential. The paper focuses on the critical analysis of partnership and participation principles in the development planning process in Košice in the context of new challenges stated by the European Union policy 2014-2020 in the field of sustainable urban development.
