Summary/Abstract: In most developed countries, according to OECD indicators on education, education is seen as primarily aimed at serving individuals, while the state enjoys the benefits of its investments as a consequence. Education systems around the world need to adapt to changing realities in order to remain relevant, and one way to do that is to adapt learning programs and materials. National targets in education indicate the general objectives of the education system, define them and direct the planning and work framework in each country. Israel adjusts the principles of national education system policy to the OECD’s 2030 Education Project, but nevertheless implements internal programs and ideas, which sometimes contradict the principles of the project. In Israel, there is a problem with the level of compliance between policy and curriculum and implementation in Israel. The authors try in this article to show how to structure the curriculum in the 21st century in Israel, what its purpose and content is.
