Effects and barriers to the implementation of Rural Development Program 2014–2020 by Local Action Groups in Malopolska (Poland) in terms of supporting entrepreneurship in rural areas

Summary/Abstract: Entrepreneurship is one of the most important factors determining the multifunctional development of rural areas – a concept that has been pushed forward by EU and national policies for over twenty years in relation to areas where agriculture cannot be the main source of income for residents. The main purpose of the article has been to identify the effects of implementing Leader program in rural areas in Malopolska in terms of supporting entrepreneurship, as well as to recognize barriers to absorbing funds within this program. As a part of the research the synthetic indices of entrepreneurship in rural areas of Malopolska region for the years 2014 and 2021 have been developed. The results allowed to formulate conclusions regarding the spatial differences as well as correlation between the level of entrepreneurship and the rate of its change in rural areas. Furthermore surveys among local action groups in Malopolska region have been conducted which allowed to identify a number of barriers. The most important ones include: complicated regulations governing the application of European funds, outflow of young people, growing costs resulting in underestimation of preliminary business plans, uncertainty and stagnation of the local community caused by the COVID-19 pandemic.
