Summary/Abstract: The Đerdap project, through inter-state cooperation between Yugoslavia and Romania, was given impetus by the USSR's interests in controlling the Danube canals and their navigation. The project became a priority for the two riparian states when they saw the energy potential of building a hydropower plant in the Đerdap area. With the creation of a river commission and administration for the supervision and development of the canal (with the consent of the USSR), after an arduous dialogue full of obstacles, Yugoslavia-Romania reached a consensus to start the project after the Soviet state handed over complete control to the Romanian administration which formed a joint commission with Yugoslavia. The establishment of Austria and Germany as riparian states in the new Danube Commission also helped legitimize the Commission in view of the departure of the USSR from the Administration.
