Summary/Abstract: In his study, the author analyses approaches of Soviet leaders leading to subordination of the international Communist and workers’ movement as a whole as well as of individual Communist parties to the interests of the Soviet foreign policy. The attention is focused on the period after the abolition of the Communist Information Bureau in 1956, which the Soviet Communist Party leaders considered an inefficient tool for such a goal. It did not mean, though, that the Soviet regime went to liberalization or that the Soviet leaders gave up to use the global Communist movement for their own interests. Searching for efficient tools and techniques lasted more than one and half decade, among others after the violent suppression of the reformist movement in Czechoslovakia in 1968. Its management was subordinated directly to central committee of the Soviet Communist Party. The system included international meeting of Communist and Workers parties, Political Consultation Committee of the Warsaw Pact member states, regular yearly informal consultations of European socialist countries that took place since 1970 each summer in Crimea. In comparison to the Communist International and to the Communist Information Bureau, the system of bilateral relation between the central committee of the Soviet Communist Party and the world Communist movement was more flexible and versatile and became a relatively efficient tool of the Soviet totalitarianism.
