Summary/Abstract: In the conditions of today's accentuated globalization, which has generated the exponential growth of the legal economy, but also of criminal activities, fraud, as a complex and serious crime phenomenon, has both a national dimension, which represents the sum of crimes of this kind that occur on the territory of a state, as well as a transnational dimension, representing the sum of this type of crime that is committed and consumed through the cooperation between criminals acting on the territory of several states, the latter being linked to what is called cross-border crime and intra-community fraud. The losses of budget revenues at the level of the European Union and the member states, as a result of fraud, are estimated to be alarming, with estimates amounting to hundreds of billions of Euros annually, representing very large percentages of the GDP of the EU and each member state. The alarming nature of losses from fraud is highlighted by the threats and vulnerabilities related to the achievement of important EU objectives, such as those related to ensuring sustainable development, based on balanced economic growth and price stability, on maintaining a particularly strong market economy competitive that favors full employment and social progress, combating social exclusion and discrimination, promoting justice and social protection, etc. As a result, the states of the European Union are increasingly worried about the import and export of crime, the difficult-to-control flows of criminal groups, which quickly adapt to new elements in the European space.
