Government aid programmes as an attempt to address consequences of the global financial crisis in export trade credit insurance

Summary/Abstract: The global financial crisis, which started in the financial sector, has also affected the insurance market. One of its segments in the trade credit insurance market. What was a problem during the crisis, however, was not the solvency of credit's insurers but the lack of services offered by them. The issue was so serious that the European Commission became interested in an attempt to find a solution. However, an all-European solution was rejected in favour of national projects. In 2009, a significant number of EU countries developed their own aid programmes, had them approved by the European Commission and implemented them. They are based on two different solutions, e.g. direct insurance and reinsurance. A „top-up” type solution, which supplements the protection provided by private insurers, became the most popular. The terms and conditions of government aid programmes are constructed in such a way (mainly by means of a high insurance rate) as not to compete with the private sector.
