Summary/Abstract: e significance of Open Pension Funds (OFE) in the shape envisaged by the authors of the pension reform initiated 12 years ago depends on whose interest we will take into account while making an assessment. The result of the changes introduced to the social insurance system this year will be the weakening of OFE's role. At the same time, the reduction of the insurance premium transferred to OFE will reduce growth of the public debt, thus contribu- ting to the improvement of public finances. Furthermore, it will protect citizens against consequences of implementation of prudence and recovery procedures, which consist in savings in the public sector and additional burdens in the manufacturing sector. Taking into account the interest of an insured pensioner, we notice OFE's role as the capital part of the compulsory pension system. The legal nature of OFE managed by financial market partici- pants enables investment of insurance premiums, which contributes to an increase in pen- sion benefits – which cannot be achieved by means of recording premiums in a sub-account of a special purpose fund managed by ZUS.
