Summary/Abstract: It is difficult to judge the effect of propaganda media on the Soviet population. The extraordinary quantity of propaganda output, together with the communication monopoly of the Party and the practical lack of alternative information and opinions, might indicate a high degree of conformity and loyalty in the political consciousness of the Soviet citizen. On the other hand some doubts concerning the effectiveness of propaganda are in order, due to the primitive character of many of its methods, the growing privatization of daily life, the increasing self-confidence of some social groups in the country. Criteria are being searched for in the USSR to measure the effectiveness of propaganda in order to modernize it and to adjust it to present demands. Aspects of social psychology, of pedagogy and psychology are being considered. Empirical research has shown that newspapers are still the main source of information and opinion making, TV being more used for recreation. On the whole, the public prefers entertaining articles and TV programs to those of stereotyped ideological content.
