Summary/Abstract: This article performs a critical analysis of the changes in legislation upon the application of some development plans. It outlines the differences in the course of the settlement of the current issue. Emphasis is put on the evolution of the regulation of this subject. Also, some of the legal matters that have arisen and their resolution in legal practice and science are reviewed. As a result, the paper represents a sketch of and a topic for further discussion on the matter.
