Summary/Abstract: The aim of this study is to provide an overview of the concepts of education and development in human resources management. As it is known, with the transition from personnel management to human resources management in the historical development process, the importance of some of the classic personnel management functions has started to increase. Now employees are seen as the biggest factor that will enable organizations to achieve organizational goals. For this reason, training and performance evaluation functions have started to come to the forefront of the human resources management process, especially at the stage of developing an effective workforce. From the traditional point of view, education and development are not considered as a value-creating and competitive activity for organizations, but this view has changed today. It is observed that organizations that use creative training and development applications perform better than organizations that do not implement these applications. Education and development make an organization strong in the fight against competition. Education is an opportunity provided to employees at the beginning of the work phase and then at December intervals. Development is the continuous improvement of employees. In development, employees think about how to do and improve the work they do better. Development means formal training, work experiences, relationships, and personality and ability assessments that help prepare employees for the future. Since it is related to the future, development does not mean only learning about the current job of employees. Traditionally, training is aimed at improving the performance of employees in their current job. Development helps to prepare employees for other positions in the organization and allows them to increase their skills, which are necessary for changing tasks, but have not yet been found. At the same time, it helps to prepare employees for changes arising from new technologies, business designs, customers or product Sundays in their current jobs. This, in turn, appears as the driving basic element that ensures the linear progression of the close relationship between education and the development process.
