Summary/Abstract: The economic recession and pandemic have affected small and medium-sized enterprises (SMEs), which make up 99% of EU companies and provide two-thirds of private sector jobs. They also make a significant contribution to the Bulgarian economy although the sector in Bulgaria lags behind in many of the key indicators measuring the environment for the development of small and medium-sized businesses. The dynamic development of SMEs increased the share of employees in them to 75.7% in 2018 thanks to favorable access to finance. The crisis has reversed this trend and necessitated intervention to improve skills and innovation and promote entrepreneurship in the context of building a highly competitive social market economy.
