Approaches And Practice In Determining The Amounts Of Social Insurance Payments Due To Old Age

Summary/Abstract: Employment-based pensions are representative of the typical social insurance payments – by their nature they are contributory, granted with the main purpose to compensate for lost earnings of labour, and are generally determined in an amount consistent with the duration of participation in social insurance and the amount of social insurance income. The aim of the study is to assess the need and to outline the directions of development of the organizational framework of pensions for length of service and age in Bulgaria, based on a study of the specific features of social protection systems in EU - 28 countries; study on the characteristics of old-age protection in EU - 28 countries; study of the practice of determining the amounts contributory old-age pensions in selected EU - 28 countries, and study of the mechanism of formation of the amounts of pensions for length of service and age in Bulgaria. The results of the work in implementation of the research tasks impose the conclusion that the desired increase of the level of pensions for length of service and age in Bulgaria requires changes in the organizational mechanism of formation of their amounts, in connection with which the set of defining parameters is commented and some of the guidelines for possible optimization of their binding are outlined.
