Summary/Abstract: Human society has always been characterized by behavioral deviations that have negatively influenced the local community. In order to ensure public order and safety, the State established institutions charged with duties meant to protect the citizens from the various criminals operating among the population. In the early years after the Great Union of 1918, police constables and patrolmen were appointed, but later they filled the posts by competition and had to meet very strict requirements. Quite often, especially in the early days, they committed offences and abused the power conferred by their position, which led to the emergence of a feeling of fear and distrust among the population.
