Summary/Abstract: Creators of cultural and economic policies of developed countries consider creative industries to be a key factor in the survival of national economies in today’s “knowledge era”. In the new economy, the competitive advantages of companies, cities and countries are based on knowledge, intellect and ideas, i.e. intellectual property. Since not all culture can be left to the market, every city, region and country must have its own vision for development, which entails a set of interests and a consensus between the public, private and civil sectors. Recognizing the positive contribution of this sector to the economy, exports, employment, self-employment, etc., over time, more and more Southeast European transition economies are adding a proactive approach to improving the cultural and creative industries to their development goals. In all important development and planning documents of the Council of Europe and the European Commission, creative industries are inevitably included, along with the policy of innovation, education and the knowledge economy.
