Summary/Abstract: The observance of human rights is a fundamental duty of every state. In the case of Ukraine, its implementation was hindered by the military ope-rations that started in 2022. However, in the period before 2022, Ukraine introduced into the legal order provisions formally guaranteeing human rights and freedoms to the same extent as in other countries. Despite the constitutional guarantees and those resulting from the adoption of the norms of inter-national law, the degree of exercise of freedom rights is still insufficient. This is evidenced, for example, by the Strasbourg jurisprudence concerning Ukrainian prisoners. The aim of the article is to indicate the difficulties in the implementation of human rights in Ukraine in the period before the Russian aggression in 2022.
