International standards regarding voting by persons with disabilities

Summary/Abstract: This article aims at presenting the standards developed and used at the international level regarding voting by persons with disabilities. The analysis focuses on the legal regulations and their application at the United Nations and, at the regional level, the Council of Europe. Since the adoption of the UN Convention on the Rights of Persons with Disabilities, there has been a clear trend at the universal level to ensure a full participation in public life of all the citizens, including through voting. Meanwhile, in the case law of the European Court of Human Rights some limitations of that right are still accepted.
