Summary/Abstract: The dissertation seeks to establish the determinants of accountable governments in democratic countries. Its central query is: when the media reveals government misconduct, how do the legislature, the courts, and the public investigate and sanction the executive? The study compares and explores the interaction among three main mechanisms for holding the executive accountable - judicial, legislative, and public. It aims to surmount the current subdivision of accountability which inquires whether governments are responsible to one specific body in particular versus whether they are overall accountable. To overcome this theoretical impediment, I design a new method to gauge all revealed instances of government misconduct, defined here as “political scandals.”
