Summary/Abstract: Democratic development, reform processes and inclusion in European integrations are essentially dependent on the alignment of the constitutional and electoral system of Bosnia and Herzegovina. At the same time, any possible change to the electoral system is in an interdependent relationship with constitutional changes, which requires taking into account possible broader political consequences that the redesign of the electoral system would inevitably produce. At the same time, for the mechanisms of government, political and institutional processes, the constitutionalization of the constitutional institute of representativeness of entities and constituent peoples and the position of citizens in the "Others" group, with the aim of eliminating discrimination based on any attribute or status, is of exceptional importance. This does not require the change of other constitutional provisions that would call into question the existing constitutional and legal system of Bosnia and Herzegovina, based on the Dayton solutions and the established principle of representation of entities and constituent peoples and "Others" in government bodies and institutions at all levels, which is among other things, the condicio sine qua non of its existence, stability and development. The "unfinished state" and "divided society" have a strong reflection on the electoral system, as well as its burden of numerous weaknesses: voter abstinence, crisis of mandate, dominance of voting and not voting, struggle for election and not performance of office, irresponsibility of public office holders , weak connection between elected officials and voters, "losing" citizens as voters, slowness in the affirmation of new forces, programs and ideas.
