Summary/Abstract: The development of global society is marked by the development of new media, such as internet and mobile telephony. The value of the internet as an educational tool has been recognized long ago due to its abundance of information. It was conceived to be a medium for exchange of information as well as facilitating of education and communication amongst people. It is unfortunate that the internet was very soon abused by the perpetrators of criminal offences as well as all those who perceived the internet as a means to commit their illegal actions. Cybernetic crime/delinquency is on the increase throughout the world and suppressing it is a difficult task that the states are called upon to perform. Cyber space abounds in opportunities for cyber criminals to cause harm to innocent people. As the application of computer technologies increases, being more and more present in our lives, so increase potential injuries caused by cyber delinquency. It is necessary to create in all countries at least minimum of common criminal law rules for fighting international cyber delinquency, particularly in respect of international computer networks, including the harmonization of accepted standards. This has to be the foundation for all other activities. Unfortunately, there are many impediments encountered by judges, prosecutors and attorneys at law on account of a law level of informatics knowledge and lack of understanding of the basic criminal offences in this area, which render court proceedings more difficult and even longer.
