Summary/Abstract: This paper examines the state of Bosnia and Herzegovina and its constitution in the light of the political and legal aspects of the international peace agreement and constitutional changes in Bosnia and Herzegovina. The focus is on its internal constitutional and legal model, the gradual and normal process in the further constitution and functioning of the state and society. The basic condition for this is the preservation of the Dayton solutions and previously established goals, the content and scope of their possible changes, the provision of full consensus of the two entities and three equal constituent peoples, and respect for the Constitution's established procedure for constitutional changes. All of this implies maintaining and preserving the established constitutional status, territorial integrity and equality of entities, which presupposes full consent, trust and equality of the constituent peoples, citizens and others. At the same time, it is necessary to establish and maintain an honest dialogue, an open and joint relationship and understanding about everything that preceded the Dayton solutions in Bosnia and Herzegovina and that entails and justifies their full implementation.K reči: međunarodni mirovni sporazum; Opšti okvirni sporazum za mir u BiH; ustav; država; entitet; reforme; konstitutivni narodi; entitetski i vitalni interes; ustavne promjene
