Summary/Abstract: Public sector expenditures trough public procurement system accounts for about 14% of the EU’s GDP. This equates more than 1.9 trillion euros. Rethinking basic policies and redirecting the purchasing power of the public sector through innovative public procurement can become a powerful tool for stimulating innovation and thereby maximizing policy outcomes in different areas. Survey and analysis of possible approaches and practices for innovative public procurement is a matter whose significance is reinforced by the complexity of the ongoing tasks in the modern public governance agenda.
