Summary/Abstract: The COVID-19 pandemic is one of many pandemics that humanity will have to face in the near future. It influences the functioning of public entities and social relations. One of the areas most affected by its effects are intangible services, the provision of which is among the main tasks of public-legal associations, which are the local government units. The manner and scope of providing public services has changed significantly. Due to the risk of further pandemics, it is important to identify as many problems and challenges as possible related to the provision of these services and to develop effective solutions for them, so that public entities are best prepared to operate in difficult conditions and that human and civil rights and freedoms are not violated. The paper identifies the main problems related to the provision of intangible services during a pandemic and suggests ways to solve them.
