Summary/Abstract: The article discusses the requirements for an effective and fair personnel evaluation system and measures to improve such a system. The five factors of effectiveness cover the emotional and cognitive reactions of the employee and include both human and impersonal aspects of the assessment, as well as the usability of the instruments.
