Summary/Abstract: John Paul II was the 264th bishop of Rome. His pontificate lasted 26 years and 6 months and was one of the longest in the history of the Church. During the pontificate of John Paul II and thanks to his person there were many and various legal changes in the Church and in the Vatican City State. Concordats concluded during this period also contributed to changes in the legal systems of individual states. In the article, the author characterized the competence of the Roman Pontiff. John Paul II issued: 14 encyclicals, 15 apostolic exhortations, 11 apostolic constitutions, 45 apostolic letters, promulgated the Catechism of the Catholic Church, appointed 231 cardinals (and one in pectore), convened 15 assemblies of the synod of bishops (7 ordinary and 8 extraordinary). He created many dioceses and other ecclesiastical territorial units (especially in Central and Eastern Europe). He promulgated the new Code of Canon Law for the Latin Church and promulgated the first ever Code of Canons of the Eastern Churches. He signed 76 concordats. With the consent or at the initiative of John Paul II many normative acts were also issued by various bodies of the Roman Curia. An attempt to analyze the very rich legislative activity of John Paul II allows the author to state that this Pope was the most important legislator in the history of the universal Church.
