Summary/Abstract: The events after September 2001 showed that terrorism does not take borders into account. In the European Union alone, more than 10,000 terrorist suspects have been detained since 2010, with nearly 2,000 attacks foiled. Thus, terrorist threats are closely linked to the historical experience of individual states, their geopolitical situation, domestic and foreign policy, cooperation with international organizations and involvement in military missions. States usually become targets of terrorist attacks because terrorists have deliberately chosen them on the basis of a specific motivation, using violent and illegal methods. In this article I will present and analyze some important issues related to the security challenges posed by terrorist threats, the effectiveness of educational measures and programs and support in combating these threats, arguing that terrorism, in all its forms, is a major threat to state security.
