Summary/Abstract: A process of formation and strengthening of a centralized administration took place in Serbia during the first half of the nineteenth century due to certain economic and social conditions, so that Serbia of the seventies had the characteristics of a bureaucratic, centralized state. At the time — with the accelerated development of the capitalistic relations in Serbia — the class and property differentiation became more pronounced, leading to the intensification of class and political struggles, and, at the same time, to a more noteworthy activity of the progressive social forces. These social forces, due to various reasons, began the struggle for the democratization of the country, disbanding of bureaucracy and the establishment of local self-government. In a number of his works, Svetozar Marković demanded the disbanding of the existing bureaucratic administrative system, which he thought to be the stumbling- -block preventing democratic development and progress of the Serbian society and the establishment of a complete self-government system on a national basis. It. is demanded that the bureaucracy be limited in its activities as a non-productiva, „parasite social segment” and local (district) self-government established, emphasized Adam Bogosavljevic among others. The political program of the Radical Party of 1881 as well as the Draft Constitution which that party drew up in 1883 made provisions for the division of the country on boroughs and districts and their organization according to the principle of self-government. However, the Radical Party later underwent a transformation from a petite bourgeoisie party to a bourgeoisie party, and then abandoned its initially democratic and self-government based program, that is, it changed its views about self-government. This especially became evident during work on the Constitution of 1888 and in the passing of the Law on the Organization of Districts of 1890. The provisions of the Constitution of 1888 and subsequent statutory regulations established bourgeoisie local self-government.
