Summary/Abstract: The liberalization of the energy markets in the EU is the result of the understanding that their efficiency is not possible within vertically integrated monopolies. This text shows that the EU energy policy priorities can be explained using a “standard” framework for the liberalization process. The experience of its implementation is important in the implementation of reforms in the energy sector today.
