IS GREEN BUDGETING A SUPPORTING FACTOR IN IMPROVING THE EVOLUTION OF SOME ENVIRONMENTAL INDICATORS OF SUSTAINABLE DEVELOPMENT GOALS?

Summary/Abstract: In the context of climate change and the pandemic crisis, at the level of all countries of the world, there is an increasingly clear vision, at the institutional level, on the need to implement a green budgeting. At EU level, although still incipient, Member States are demonstrating that they can and want to implement a wide variety of practices that strengthen the green budgeting framework. In this regard, the article raises a legitimate question as to which extent to public green budgeting could positively impact the achievement of environmental sustainable development goals in the European Union. The sources of information are, on the one hand, the European Commission – 2021 Green Budgeting Survey which provides the basis for green budgeting assessment, by partial reformulation of the questions related to green budgeting, and on the other hand, the Eurostat, for some environmental and circular economy indicators of sustainable development goals. The results, based mainly on correlations, indicate that, at least at the moment, green budgeting is not a real support for improving environmental sustainable development goals. However, given that it is a relatively new tool, there are certainly prospects for improvement of the capacity of green budgeting for sustaining ecological SDGs.
