Summary/Abstract: Although lifelong learning represents the conditio sine qua non of today's educational policies, often misunderstanding the content and importance of lifelong learning, as a guideline for the development of the educational system, results in conceptual confusion. And while, precisely because of conceptual confusion, numerous different interpretations of the role of lifelong learning are being created, the fundamental, educational one is being forgotten, which should encourage an individual, from any age group, to learn, enabling him/her constant access to education and the right to recognize different forms of learning. The purpose of this work is to update the paradigm shift that occurred with the transition to lifelong learning, namely that instead of formal qualifications, which in the conditions of rapid changes in society cannot guarantee long-term security, the emphasis is now placed on the acquisition of competences, while the task of the education system is enable recognition of the same, regardless of the way in which they were acquired. The aim of this paper is to point out the need for the establishment of the Croatian Qualification Framework at all educational levels, in order to enable the transparency, comparison and transferability of qualifications between different educational institutions at the national level and their connection with the European Qualification Framework at the European level, through a common reference point, and these are learning outcomes. The author concludes that in the Republic of Croatia it is necessary to establish processes and systems of Recognition of acquired competencies as soon as possible, especially those resulting from non-formal and informal learning, in order to achieve the passability of the educational system.
