Summary/Abstract: During the state of emergency, persons deprived of liberty were denied or restricted certain rights. It is primarily about the right to visit of family members and defense attorneys. Also, some persons who were assaigned into custody were sent to "special penitentiary institutions". The author aims to determine the extent to which the rights of persons deprived of their liberty during the state of emergency were denied or restricted, who decided on it, on the basis of which legal basis and which regulation was established.
