Re-Engaging the Caucasus: New Approaches of U.S. Foreign Policy in the Region and Their Implications for U.S.-Russia Relations

Summary/Abstract: Shifts in the political mosaic of the South Caucasus after the war in Georgia in 2008, the new administration in the White House and initiation of the 'reset' with Russia set the need for American foreign policy to pursue new approaches in the region. The article traces the making of the new U.S. strategy in this part of Eurasia, analyzes prospects for bilateral relations with Georgia, Azerbaijan and Armenia and identifies Washington's tools and leverage over the region. Besides, it puts the developments in the context of bilateral relations of the U.S. with Russia and Turkey, as the latter emerges as a more independent actor on the world stage and examines possible challenges for the U.S. that may come with it. Moreover, the present study focuses on potential dimensions of American foreign policy in the Caucasus in the short-term and forecasts possible implications for the ''reset'' policy with Moscow.
