Summary/Abstract: The agricultural sector is being discussed more and given importance by large masses in terms of both the quality of crop production and the future of livestock activity, especially with the effect of supply problems, increasing costs and financial problems spreading around the world, especially due to the recent pandemic and political problems in the world. Turkey has been continuing its efforts in many areas for the development of the agricultural sector for many years. Significant breakthroughs in the field of food control, the establishment of many producer organizations, high-capacity and modern processing facilities, and the developing retail sector are important developments that we can immediately count. However, it is seen that the desired efficient, planned and low-cost production in primary production and the spatial economic and social development in rural areas are not realized at the desired level. This is clearly due to the fact that the farmer, who is the only actor in the agricultural sector who cannot have sufficient capital accumulation and income, cannot fight with other actors in the sector. If this is really the problem, the solution to this situation is to ensure that the small farmer earns a subsistence income due to his agricultural activities through public policies and to develop policies that will enable the farmers, which we can define as active, professional or expert, who are the main determinants of agricultural production, to gain investment power as well as their livelihoods. In the study, the qualifications of the farmer, which we can describe as “active”, “professional” or “expert”, were evaluated within the framework of the European Union practices, and the ratio of the income of this farmer to the minimum wage, which is a basic wage indicator that shows the general economic situation of the country, by providing a strong relationship between the sectors and social sectors. A model proposal has been made to ensure internal integration between layers.
