Summary/Abstract: The aim of this study is to analyze the effect of public education, science, social security and health expenditures on economic growth for the country of Azerbaijan. After the declaration of independence, the policies made in the economic field caused the Azerbaijani economy to make significant progress. In order to analyze the effect of public expenditures on economic growth, education, science, social security and health expenditures included in the budget of the Republic of Azerbaijan were determined and used as variables. Random Forest regression, ARDL boundary test and Toda - Yamamoto test were applied by using the fiscal and budget data of the State Statistics Committee of the Azerbaijan Republic for the period 1990-2021. As a result, it has emerged that these expenditures have a certain effect on economic growth, and both Wagner's law and Keynes hypothesis have been confirmed in many of them, and only one of these hypotheses has been confirmed in some.
