Summary/Abstract: The aim of this study is to develop a scale designed as a five-point Likert to determine the tendency of secondary school students to use metacognitive writing strategies. Correlational research model was used in the study. The data used in the study were collected at once from secondary school students in the central districts of Malatya by simple random sampling method, and then randomly divided into two groups for two-stage factor analysis. The study data were analyzed in terms of content and construct validity. In addition, the factor analysis technique used in the scale development processes was applied. In the first stage of the study, exploratory factor analysis was conducted using the data of 443 students in the first study group, and a single factor scale structure consisting of 35 items emerged. As a result of the exploratory factor analysis, the Cronbach Alpha reliability coefficient of the scale was calculated as 0.93. In the second stage, confirmatory factor analysis was carried out by using the data set obtained from 354 students. The model, which was determined to be one factor, was tested and validated using confirmatory factor analysis. As a result of the analysis, it was determined that the scale is a valid and reliable measurement tool.
